11 People Recognized as Refugees in Russia in the First Half of 2019

According to the data of the Federal State Statistics Service, in the first half of 2019, only 11 people received a refugee identity card (as compared to the identical period of the previous year when the status was granted to 22 refugees). In total as of 1 July 2019, 522 individuals with refugee status were registered in Russia – which is 50 fewer than half a year ago. The decrease mainly happened among Afghanistan nationals, whose number decreased by a whole 40 people within the first six months of 2019. During the year, the number of refugees officially recognized by the migration authorities decreased by 76 people (data as of 1 July 2018: 598 individuals).

As of 1 July 2019, 62,000 people held a temporary asylum certificate in Russia, 97% of them Ukrainian nationals. Within the last six months, the number of temporary asylum holders decreased by 14,877 people, within the last year – by 41,795 people. Just like in the previous terms, the decrease mainly happened among Ukrainian nationals. Throughout 2018, according to the data of the Russian Ministry of Internal Affairs, 83,000 Ukrainians were granted Russian citizenship, in the first half of 2019 – 45,000 Ukrainians more did. In total, aside from Ukrainian nationals, out of the citizens of all other countries, only 1755 individuals hold a temporary asylum certificate in Russia, which is 80 people fewer than just 4 months ago (data as of 1 April 2019 – 1835 individuals).

By the end of the first half of the year, the number of Syrians with temporary asylum status decreased by 16%, from 826 individuals, as of 1 January 2019, to 694 individuals, as of 1 July 2019. This is the minimal number since 2012. In regard to the year, the number of temporary asylum holders among Syrians decreased by 30% (data as of 1 July 2018: 993 individuals).

In the first half of 2019 the number of internally displaced persons decreased as well, from 8442 on 1 April 2019 to 7657 on 1 July 2019.
